Case of characters in VARID values should be recognized consistently throughout the system

No part of the system should observe character case in VARID attribute values. 

Currently, some parts of the system observe case sensitivity for VARID values, and some parts of the system do not.

For example, in Publication Manager, the Variables tab observes case sensitivity for VARID values, and allows two different values to use the same characters in different cases (varid="MENU_ICON" and varid="menu_icon" are both allowed without generating an error message in the Variables tab). The system also allows an output with duplicate VARID values to publish.
