Support multiple languages in DITA XML Output Format

We create and manage content in many languages.  We use the DITA XML output to render offline to multiple output formats.

The process for rendering output for the full language set of a publication is currently very cumbersome as the current DITA XML output only successfully supports a single language. Thus, a separate DITA XML output must be created for each language in the set.

Ideally, the user should be able to select multiple languages for the DITA XML Output Format and the publication successfully generates the output for each language selected.
