Translation Organizer should read the list of languages from a publication when creating a translation job

When a user creates a new translation job for a publication using Translation Organizer and selects a Translation Template, the system displays a list of all languages associated with the template. The user must deselect all languages and select each language and TM workflow individually. This process is inefficient and error-prone.

When a translation job pertains to an entire publication, TO should read the list of languages associated with the publication from the publication metadata (FREQUESTEDLANGUAGES), preselect those languages in TO when the translation job is being created, and allow the user to edit the list in TO as needed. The Translation Report functions like this, and it is very helpful.
