Thanks for this idea; I believe this could bring benefits to many SDL TMS implementations if we move some settings from the organizational level to the configuration level thus allowing the setup to be more granular. I'll temporarily put it under community review in case there are any other suggestions for settings that we could move and then I'll create the necessary change request for SDL TMS and look at a suitable release where we can implement the change.

Enable the toggling of 100% Match locking at the configuration level

Currently 100% Match locking is controlled from the Organization level. It would make the system more configurable and allow for better management of this feature if it could be moved down to the configuration level instead.

It would be helpful if this could be at any lower level than the organization.

This would be a very welcome change! The scenario of having several configurations under an organization with different needs for 100% match locking does occur.

If this gets implemented it might be a good idea to also move the option "Only Update Confirmed Segments in TM" on the organization to the configuration.
