The MIN or MAX function in Cost Formula is useful but can it be more flexible to define more complex conditions?

There have been requests to implement PJM fee with conditions, and the team spent / is spending hours to create the customizations.

I believe that there will be more requests like this coming in the future.

Example:

1) The PJM minimum fee is $65, but it should be halved to $32.5, if the project total (translation+PJM fee 10%) is below $65.

2) If project is above £3000, PJM fee is 5%. If below £3000, 7%.

3) If total words are:
less than 51 = PJM fee £5
between 51 & 500 = £10.75
between 501 & 1449 = £21.5
between 1500 & 2999 = £43
> 3000 = 10%
