GS Web UI: Move translation resource between organizations

This functionlity was here with version GS 2015. For some reason it is missing in GS 2017 and GS 2020. Such simple function could make GS live easier and it is gone.

Please bring back this functionality.

I am trying to reorganize TMs to be able to upgrade to GS2020 and I cant move resources between organizations and containers. This is something primitive especially when i was able to do it before 2017. PLS ADD THIS AGAIN!
