You can programatically access information from Tridion docs by using their SOAP API (there is no REST API). Their API for Tridion uses WSDL files that are available from their endpoints. WSDL files describe how to format the request as well as what operations are available on a web service (aka tridion SOAP api ).
Instead of doing it manually, (which is possible), I recommend using DotNet to automate most of it for you.

Essentially, you are sending a XML request to your application's endpoints. XML has to formatted according to WSDL files (however WSDL files aren't going to fully describe it) so you'll need the libraries.
