Anyone can help me to get the right API or Webservice for getting the publishing object status based on the date?. Currently i can get this information by Web Client in 2-4-10 days. I am trying to replicate the same programatically.

The hint on "2-4-10 days" makes me think this is a custom extension and not standard product. So it might be wise to reach out to however created the custom extension for you to know what they did behind the scenes.
Without knowing exactly what you are looking at, I would guess they used PublicationOutput25 public API, probably functions like RetrieveMetadata (where you have the publication identifiers) or Find (where you search publications based on search-criteria).
