please apologize for the delay in responding. You can check the System requirements for each WorldServer version in the SDL Documentation Center. The answer to your question related to version 11.3. can be found here:

As you will find, Microsoft Windows Server 2019 is not supported in version 11.3. It is, however, supported starting from version 11.6.1, as documented here.
