I just searched (in Online Help in WS 11.4) for 'announcements' and got no results.
This term is in the Index as well as the table of Contents of the Help.
I tried a few other terms (that I also find in the TOC & Index) -- again, no results.
This makes me question if the Search feature works at all.
I suggest that you go to the SDL Documentation Center (https://docs.sdl.com/) and bookmark this page. In the "SDL WorldServer" portion of the page", select your version in the drop-down menu (in your case, 11.4) and click on SDL WorldServer 11.4 User Documentation.
Here you can browse through the content and/or search for "Announcements" and you will find several results, for instance:
