The only thing I can think of here, based on this message, is that you are not logged in with administration rights. Perhaps check this?
Also, if this refers to the version you're running:

This could also be related to a problem installation so you should try reinstalling.
Then you might need to update. The current versions are:
SDL Trados Studio 2019 SR2 - 18.104.22.16831SDL MultiTerm 2019 - 22.214.171.124482
Might be worth updating and this might also resolve your issue. It's a free update... you should see the small orange bell for the notification in the top right-hand side of Studio. If not then do this manually from here (scroll to the bottom of the articles):
