I am trying to create a custom XML file type using the .xml file itself to create the parser rules. However, although the elements are properly imported, when I try to add the attributes, they are not recognized. I click on add, I chose the corresponding element, but attributes list is empty although I see them in the xml code itself.
Any ideas why this may happen?

I didn't know about this function. It works perfectly!
What were your parser rules? If you didn't create a rule for the attributes they won't be extracted.
here is the code of the xml file I want to translate.
For example, <p> or <li> are not recognized as elements and when I try to add them as attributes of the element <shop_artices_content> they list is empty:
That's because these are not attributes. This is all translatable text as it's within a CDATA section. You need to handle this as Embedded content.

No, there absolutely is. Trados Studio is probably the best application you'll find for handling XML with all the capability it offers. I created a short video to explain this to you... hopefully all clear after this:
