Projects that were created locally cannot be published in the cloud yet.
Please check the topic about a possibility to implement this in a future update, in this thread:
There is ongoing work to improve this situation and there should be an update which will help later this year.

Thank you for info. A little disappointed that the support is not in yet since being able to do this was THE reason I updated to Trados 2021, but it is very nice to know that it is coming.

the link Oana Nagy provided is actually in the Beta group so you probably don’t have access. The content isn’t going to help you much as it just confirms it’s not possible yet, but will be possible in the future.
I was similarly disappointed, especially when this was described in marketing material:
With Studio 2021 (this name shall be the one that I'll settle on for now) you can start a project on the desktop version, switch to the online environment, because you might be sitting on a library computer without Studio installed, and then pick it up where you left off later, at home on your desktop.

With Studio 2021 and the Essential package you have the flexibility to move seamlessly between online and offline working, exactly how, when and where you like

Does not appear to be that seamless to me.
The key is this at the moment:
If you create your project as a "Cloud Project" to start with then you can still work on it locally. But you'll always be able to pick it up in the cloud too. The problem is if you don't and you create the project locally first. This will change in time and is definitely a priority for us since the goal is that seamless experience we have described.
