Server TM CALs and Organisations

Question

Hi all, 
 It would be helpful if you could assign TM server CALs to specific organisations in order to reserve or prioritize user access to specific TMs in case of "CAL shortage". Or what other solutions do you suggest (other than buying more CAL licences)?
