Strange behavior of Server TMs in packages: Deactivated and non-activatable when opening the package but reactivatable later

Question

We are facing something strange when opening packages in Studio 2019 SR2 from one client at the moment. 
 The packages include ServerTMs and ProjectTMs. When opening the package for the first time, the server TM is deactivated by Trados and cannot be reactivated. 
 However, if we open the project again later, it is possible to reactivate the Server TM, proceed as usual and return the package. 
 Has anybody experienced something similar? Might be interesting.
