Inconsitent StringCount values?

I just used  psl.ActiveProject.Languages[idx].GetStatistics  to produce a statistic for our Passolo project:

What I expected was:     Translatable == Translated + ToTranslate

But if this is correct, the last column of my table should always show zero.

Can anyone explain, why   Translatable != Translated + ToTranslate
