I have a project whose string lists are fully translated. I configured the simulation options to not change translated strings.
If I now generate the target file using "Simulate Translation", is the generated file any different that the file I would get by using "Generate Target File".
I would guess that there is no difference, as all the translation are written to the target in both cases.

There is a difference between /simulate and /generate. The /generate option is creating translated files with the translations stored in the project while /simulate is inserting pseudo translations and then creates a translated file. Various simulation options apply which in the end may create files with similar content.
