We have a few users, who don't see the option to "Copy Link" by right clicking a publication in publication manager 14SP3 after opening it. We have checked permissions, ensured they are connecting to a TD14 repo, also that they can access Draft and Review Spaces through the Web Client. Any insight is appreciated.

Can you check in the user account settings that the Collective Spaces URL is filled in?
You find this in Tools > Accounts > Properties > Repository > Collective Spaces Address.

See SDL Documentation ... for new accounts this is seeded automatically, for existing account it cannot be done by automation and has to be set manually in the Accounts screen. This will enable the Copy Links.
