Thank you for submitting your idea to help us improve SDL TMS. If you navigate to System > Services > Plugins you will see listed all the possible actions that can be carried out by each of the SDL TMS services. Each plugin has an estimated load percentage, a timeout setting and the maximum number of concurrent plugins of that type that can be run. This information is used by SDL TMS to determine which actions can execute. If services are overloaded or you feel that any of these values are incorrectly configured then please raise a change request or request more resources on the SDL TMS server.

To get solid operation, feature of limiting number of worker process for "WORKFLOW " and "ARCHIVER".
In general applications are not designed to wait long for CPU resource.
As a result, short of CPU resource could unstable.
People prefer stable than slower.
