default target language in GS projects

This is about the target language setting in the Files view in Studio, when working with multilingual GroupShare projects which are the mainstream of our production.

In Studio 2015, the target language setting in such projects always defaulted to a certain language. Moreover, it failed to stick even when the translator changed it to their own target language. As a result, the translator had to change the target language each and every time they opened any multilingual project (unless, of course, they were lucky enough to be translating into the language which was default in the given project). 

This behaviour changed in Studio 2017. Now the target language is expected to stick once set in the project by the translator. In other words, the translator should need to change it only once, when opening the project for the first time, and that setting should stick from then on. This is an improvement indeed, yet we find it that there is room for more.

All our translators work into one single target language. Ideally for us, the target language as defined in Studio (under File | Options | Editor | Languages) should apply by default in all multilingual GS projects they open. This would allow the user to set it just once for all projects instead of having to do it repeatedly in each project on first opening. Such a setting should not be affected by any changes made to the project during its lifetime.
