Changing the parser setting for "code" in HTML5

As you know, there is a parser setting named "code" in HTML5 file type.

This is set as "not translatable" and the segmentation hint is "may exclude" in default setting.

In this case, if the tag appear at the first/end of segment, the text surrounded by code tag is excluded from the segment.

So I believe it would be better to change the default setting from "may exclude" to "include".
