I have two answers for you: one helpful, the other at least informative :-)
You can make the Export button visible in your user type settings as shown in the attached image. 
The bad news is that you cannot export multiple locales at once. Multiple locales are also problematic for task assignments.

In fact, I want to be able to export multiple locales from here and as an Admin I don't even see the export button from the main project view.

As an admin, you should be able to go to Management-User Setup-User Types, click the Admin user type and then activate the Export button.
This still won't help you export multiple locales, though. When I try this, I get this error message:

Nevertheless, we should be able to export multiple locales at once [:(]
