Tool for promoting right use of local language

Hi Dear Colleages 
 
 I am developing a strategy for the Georgian State Language Department pursuing to safeguard the right useage of Georgian language. 
 
 I believe the technolgies would be of help here, so I advise to have CAT tools and centralised servers for the public agencies to have all the translations saved to the central depository of translation memories. 
 
 If you have any similiar experienc or can advise the proper use of GS for this purpose of State Language Policy would be much appreciated.
