Tridion Docs v14 SP2, Publication Manager (14.0.2) v14.0.4101.2
We have a publication that has a number of images showing in the Baseline with the yellow warning symbol and 'Language or resolution is not available'.
We can see that the low resolution image is loaded correctly in Content Manager.
Re-attaching the images into the topics does not work. Re-uploading the images to the repository also has no effect.

When you create a publication, there is a default "resolution" that is set on the publication. Perhaps that particular publication has a "resolution" that is set to some other value besides "low". Give that a look. If that's the case, create a new publication and set the resolution to "low" to match the image resolution that is saved in Tridion Docs.
